You'd have to draw 33 random cards before you'd be that likely to wind up with him in your hand. ![]() With your current list if you cast a 3 MV/CMC legendary spell with Jodah in play and all of the cheaper legendary spells still in your deck, you're 33% likely to hit and cast Rograkh. The good news is, the cheaper the legendary card is, the more likely you are to hit it with Jodah's pseudo-cascade trigger before you draw it. This may be obvious, but just for the record: while it's not ideal, you absolutely can cast your cheap legendary cards with Jodah in play, you'd just rather have them in your deck instead. I don't think you're really fully utilizing his abilities. That being said, with the way you've currently built the deck I can see why he could be underperforming. However, I have done a fair amount of theorycrafting with him, and part of why I haven't built him is that I think he may be too powerful for my tastes.
